Reserch Of Governance Mechanism Of Internet Rumous Through Perspective Of Public Governance

Internet provides a new platform for the development of human society, but it cause many social problems at the same time also. Internet rumors happened frequently in recent years is one of them. Internet rumors on the network is spreading speedly, spreading to a wide range, and causing bad influence in the social reality, disturbing social order.Through legislation,western developed countries achieved a certain degree of limitation of Internet rumors by the law enforcement with relatively perfect legal system and the relatively high quality of citizens. But due to the different national conditions in China, the frequency of Internet rumors proved the present governance mode of the government for a single governance body remains to be improved.In this paper, guided by the polycentric governance of public governance theory,multiple subject study mechanism of common governance network rumors should be researched. First comprehensive told the rumors and Internet rumors of the basic theory, analyze the cause of its formation and propagation and its influence, and analyses some typical cases of Internet rumors, and summarize the disadvantages of management by untimely, unresponsibility, and the effect is not significant.And coupled with some foreign experience, according to China’s national conditions, analysis of common governance mode plural government, Internet users and social organizations in the management, management mechanism and governance means their respective roles and division of labor, the three level of Internet rumors governance mechanism in China, and provides some new counter-measures and suggestions.The main conclusion of this paper is:the current Internet rumors governance mechanism of the governance body is relatively single, ignoring the source control and process control., therefore, should be based on China’s national conditions, on the basis of using the experience of foreign governance network rumors, clear government, network users, enterprises, media, social organization and the subject in network rumors prevention mechanism, emergency response mechanism, feedback mechanism, the position and role of the various links such as construction of the government authority for multiple subject of coordinator participate in rumors of network governance mechanism.
