The Study Of WeChat Public Platform Self-governance Rules Based On WeChat Notices

Since its inception,the WeChat public platform has gradually become an important interface for people to read on the mobile phone.It has had a positive impact on Internet information dissemination,public opinion expression,industrial development and government regulation,but it also produced plagiarism,rumors,and fraud.Various kinds of anomie such as pornography have caused great adverse effects on the public and the media environment.The National Network Office has repeatedly talked about the self-media platform,including WeChat,and asked to clean up and rectify the content of violations from the media.In order to ensure social stability,build a real media environment and an orderly market competition environment,WeChat public platform autonomy is imperative.The WeChat notices can reflect the official autonomy rules of the WeChat public platform.Therefore,through the screening of WeChat notice files from March 19,2013 to November 23,2018,this paper extracts 168 valid samples.The sample categories are divided into topic types,governance objects,governance content,governance method.The sample analysis draws the following conclusions: WeChat public platform self-governance has gradually entered a mature period in 2016.The main target of selfgovernance is the public number operator.It focuses on the loss of self-media content.The governance method is mainly based on technical means and stepped punishment.In addition,this paper combines the Internet hierarchical governance theory in three levels to the WeChat public platform autonomous mechanism summary,including the facilities level,user level and content level.According to the analysis results,this study concludes that there are three difficulties in the autonomy of WeChat public platform: data collection disputes,passive platform review,and super platform monopoly.On this basis,this paper proposes to improve the personalization of personal data governance,clarify the boundaries of the platform's own responsibility and introduce the autonomy of third-party institutions.
