Asa newly-build platform for public discourse transmission, internet has made it come into being and fullygives scope to its functioning of transmission. Under such circumstances, the General Office of the CPCCentral Committee, issued “Comments concerning to deepen government service” on Aug,2sec,2011, alongwith the General Office of State Council, advancing openness in grasping grave accidents and hot issuesthat wide population cares, objectively promulgating the status of events, government measures, publicprecautionary measure and investigation results, timely responding public cares, and rightly guiding publicopinions. Central plain economic zone is under construction, and Henan province is in the situation oftransition period of rapid developing in economy, culture and society, thus leading to a dense trend ofemerging events. With internet technologies experiencing a surge of development, information consideringemerging events will spread more rapidly than ever before, as a result of which may shape publicsentiments, causing ill effects on the public. More severely, it could badly influence social harmony.Under this background, on August2,2011, the CCP central committee staff office, the State Counciloffice print and distribute "about Deepening Open government Enhancement Government affairs ServiceOpinion", proposed must pay special attention to the emergencies and the populace pays attention to the ofthe hot issues, announces the event to progress objectively, the government action, the public guardsagainst the measure and the investigation processing result, responds the society to be kind promptly,guides the public opinion correctly. During the construction of the economic zone of the Central Plains,Henan province is in transitional period of rapid development of economic, cultural, social, sudden trend offrequent and intensive. In the context of the rapid development of network technology, emergency-relatedinformation dissemination is rapidly, and form a network of public opinion, influencing public attitudes,even could seriously affect social harmony and stability. After a long period of observation, the HenanProvincial Government departments related to information management and in guiding public opinion isstill a need to improve the space: First of all, and after the event, part of the public sector generally used tocover-up, lost in Arabic, the language is official, and second, the network in the dissemination of the information management work; again, incident has failed to provide an objective, rapid play a leading rolein public opinion; the first4, and was not able to combine with other channels, from ideas, institutions,technology, and improvements in management.This thesis based on emerging public sentiments, public fields,governmental journalism, deeplyanalyzing the active relationship and interact dilemma between emerging events and government, andmodel change of both sides, taking examples by policies and experiences related to public sentiments thatsuccessfully operate home and aboard, discusses the significance of internet public sentiments in Henanprovince. This thesis proposes the cooperative administration mode of network public opinions oncontingencies between the government-the leading role and the ungovernmental sectors-the participatingrole. In a meanwhile, from the perspective of bettering and restructuring the relationship amonggovernment, media and the individuals, this thesis analyzes the communicative model among the threesides and implements the system of net info spreading and counseling mechanism, which contain publicopinion guidance mechanism and keep in line with the Henan reality. All these efforts are of pivotalimportance in responding to network opinion emergencies, augmenting mutual trust between governmentand individuals, fostering healthy government image and boosting its governing efficiency. This thesis putsfocus on the respons system of public opinion emergencies and sustainable mechanism surrounded by newmedia. All these endeavors, deemed breakthroughs in the orthodox methodology for public opinionguidance, would contribute to set up a correct public opinion orientation and boost the construction ofeconomic region in Central Plains.
