Research On The System Of The Council Of Public Libraries At Grassroots Level From The Perspective Of Multi-Centre Governance Theory

The development of technology and enhancement of economy in China has brought material civilization to a higher level;on the basis of which,people and the society have more requirements on public cultural service.Public cultural service needs to improve not only in the content of service,but also in service management,in order to satisfy people's needs of public cultural service effectively.China attaches great importance to the revolution of managing public cultural service system.To respond The guidance of the state council of the CPC central committee on the reform of public institutions,public libraries actively carry out the reform of corporate governance to build up their own system of the council.The appliance of the system of the council is the core to corporate governance.It aims to implement decision-making power and administration authority by the council instead of government departments,to reach the goal of “government regulation separate from management”.However,there still exist some problems.Some basic-level libraries pretend to establish their own council but they simply imitate the system of other libraries,thus lead to some problems such as unclear position,incomplete standard,imbalanced member arrangement and so on.By learning from the experience of Polycentric Governance manage theory,this article focuses on the problems during the appliance of the system of council in Chinese public libraries,to analyze and compare the content of the system of council domestic and overseas.Furthermore,this article summarizes some experience,and analyzes the efficiency and predicament while the system of council is applied in some libraries,so as to provide new orientation for the system of council in basic-level libraries,and give some suggestions on the establishment of corporate governance in Chinese basic-level libraries.
