The Research Of The Digital Cultural Governance Mechanism In Social Informatization Environment

Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform " by at the Third Plenary Session of the 18th Central Committee of the Communist Party of China pointed out that in order to implement the strategic planning deepening the reform comprehensively adopted at the 18th National Congress of the Communist Party of China,cultural system reform could not be ignored,it must focus on the interests of the people as the basic starting point,and inspiring people of all ethnic groups of the country's cultural creativity as a priority,so as to carry out the modernization of national cultural governance.Digital culture composed by the two concepts of "digital" and "culture" is the product of the interaction between the two in the information age.Digital culture construction is correspond to the trend of development of social informatization,reflects the digital demands of the civil public cultural rights,is a new form of public cultural service system at the digital age of the new century,a building of a welfare digital civilization,significant act of spiritual civilization construction of harmonious social,great significance to eliminate or reduce the digital cultural gap and meet the demand of people's basic digital culture.In the social informatization environment,the importance of digital culture as an important part of culture in the construction of social politics and economy has received widespread attention at home and abroad.In recent years,many scholars research on digital culture and achieved certain results,but as a new type of cultural form,digital culture has not yet got a unified understanding.In our country,the research about digital culture focused on the construction of three major projects,cultural information resources sharing project,the digital library extension project and the Public Electronic Reading Room building program.Provinces and municipalities have carried out a series of digital culture's governance combining with local characteristics on the basis of the three projects.Most theoretical research focused on many specific aspects.For example,the service of the public digital culture,platform construction of digital culture,the utilization of digital culture resources,intellectual property protection of digital culture products and so on.At present,the digital culture in our country did not form a system of governance mechanism.The research of the main part and their role in the governance process of digital culture was not sufficient,but there was not get a unified consensus.According to the development and research of digital culture in our country,this article was to defines the concepts and characteristics of the digital culture,digital cultural governance and governance mechanisms,and to determine the boundary of the contents,resources and services about the digital cultural governance.Secondly,it analyzes the development status of digital culture of governance,pointed out the problems and constraints in the development of digital culture construction.Finally,it constructs the digital cultural governance which includes the main body mechanism,institutional mechanism,resources mechanism,talent mechanism and the supervision and evaluation mechanism,then discusses the implementation strategy of digital cultural governance mechanism.In this paper,the construction of the digital cultural governance mechanism was a try,to provide a scientific and reasonable,a complete and systematic,an applicability mechanism for the positive and progressive,prosperous development about the digital culture.
