Research On The Governance Of Internet Public Sphere In China From The Perspective Of The Public Sphere Theory

The rise of the Internet provides an opportunity for the revival of the public sphere.It provides a new space for the public to communicate equally and freely.In this space,people begin to pay more attention to public affairs and public interests.More and more people participate in the discussion of public issues through online forums,news reviews and microblogs.This practice promotes the formation of public opinion.This also affects the setting of public agendas.Whether in terms of structure or operation mechanism,the network public space has met the requirements of the public sphere.Therefore,under the framework of this theory,this paper will discuss the governance of internet public sphere in China from the perspective of each main element.The rise of the cyber-public,cyber public media and the cyber public opinion marks the emergence of network public sphere in China.Combined with the framework of theoretical analysis and China's practical practice,the paper argue that there are some problems in the governance process,such as the function deviation of each subject,the imbalance of Non-governmental participants and the contradictions in the exercise of rights.Constituent elements consist of the internet public,the network public platform and the network public opinion.The governance subject mainly include the public sector,the network public,the network public platform and service provider,the industry organization and the network media.The conflict relationship mainly includes the conflict between freedom of expression and right of privacy and reputation,the conflict between the maintenance of network order and freedom of expression,the imbalance between network participation and government response.This paper selects the governance models of the United States,Japan and Singapore,summarizes their reference significance for China through comparison,and combines them with practical problems.The paper argues that the main ways to improve the governance of network public sphere should be explored from the following aspects: rectifying the main function of governance,regulating power and rights,and constructing governance mechanism.Specifically,it includes cultivating the rational spirit of the network public,cultivating and standardizing the industry organization,changing the thinking and role of government governance,clarifying the rights and responsibilities of the network public and service providers,and constructing the self-discipline and coordination mechanism under the multiple subjects.
