The Rise Of China's Network Public Sphere And The Government Governance Research

Public sphere is a public space between nation and society. In this space, thepublic can communicate with each other, express free dialogue sand open opinionsby means of media, association and gathering. The opinions and comments are notbe affected by the national polity, on the contrary, the public opinions may havesome influence on the country’s political system and political activities to acertain extent. Internet public sphere is a brand new public sphere that existsin the Information Age and the reconstructed form of public sphere under thecondition of propagating technology from the paper media and electronic media tothe internet media. It is the continuation and expansion of the public sphere ofHabermas. With the development of Chinese internet information technology, Chineseinternet public sphere began to sprout and grow, and gradually it became a fielddomain and mechanism which permits public communication，free dialogues and openopinions.With the rise and development of Chinese internet public sphere, its own problemshave gradually emerged. The rise of internet public sphere is beneficial to developthe public accountability and the public consciousness of our citizens, it helpsbetter supervise the behavior of the government, and it can promote our country’sdecision-making process as well as our society’s healthy and stable development.However, in recent years, there have been a lot of internet public events thatmade the problems of the Chinese internet subject level, the object level, themedia itself and some other problems and shortcomings completely exposed. Forexample, the netizens’ irrational expression, the increase of internet violence,the existence of digital divide, the lag of laws and regulations, the commercialoperation of the internet media, and so on. These problems are likely to misleadthe public and make the public’s ability of thinking and judging appear deviation.It is exerting its enormous influence on Chinese social stability, and it willeven hinder our country’s modernization process. Therefore, the government mustadopt the corresponding countermeasures to governance Chinese internet publicsphere effectively so as to avoid its weaknesses and capitalize its strengths,and make it play its due role.The main part of this thesis is consisted of four parts. In the first part，it elaborates the concept and some relative theories of public sphere and internet public sphere. In the second part, it generally analyze on the rise, developmentand structure of Chinese internet public sphere. In the third part, experimentalresearch method is applied to analyze the problems of the Chinese internet subjectlevel, the object level, the media itself and some other problems and shortcomings.In the last part, it puts forward that the government must adopt the correspondingcountermeasures to these problems so as to make Chinese internet public sphereavoid its weaknesses and capitalize its strengths, and make it play its due role.
