Research On China’s Polycentric Collaborative Governance Of Internet Rumors Under The Perspective Of Good Governance

In recent years, the overflow of internet rumors has seriously impacted national security, social stability and people’s lives.Therefore, the pursuit for effective method to prevent and control internet rumors has become an urgent issue.Based on the exposition and analysis of our current internet rumor control practice and related theories, including Good Governance and Polycentric Collaborative Governance,it is believed that the current governance effect is limited and unsustainable due to multiple reasons: over dependence upon the government, the policy of greater emphasis on rumor strike while little on control, and the lack of collaboration among various social subjects. Therefore, thisthesis has proposed the theory of Polycentric Collaborative Governance of internet rumors from the perspective of Good Governance. It is a theory to be implemented under the guidance of the government, while with the cooperation among the government, citizens and NGOs, all sides exploiting the most of their advantages to diminish the hazards brought by internet rumors and even completely neutralize this threat. It is believed that Polycentric Collaborative Governance of internet rumors is the most efficient and also inevitable choice for Good Governance. The thesis has made a comprehensive exposition of the Polycentric Collaborative Governance of internet rumors and finally proposed the implementation path of Polycentric Collaborative Governance of internet rumors.
