"Good governance" in libraries is the essential demand for public librarygovernance, and is also the final goal. However, governance is a new concept comparedwith the traditional rule and management. Consequently, the primary task beforepractice is to clear the meaning of public library governance and differ from publiclibrary management. Public library governance, which is emphasizing on the pluralismof governing subject, is a process of fine institution on the base of friendly consultationand cooperation. The final purpose is realizing social interest in libraries, that is "Goodgovernance" in libraries.In the author opinion, realizing the goal of three following respect can beconsidered realizing the "Good governance" in libraries. Above all, realizing themanagement goal for library institutionalize is the institutional guarantee. Next,providing universal equal services of public libraries is the community responsibility forgovernment and public libraries. Finally, protecting citizen cultural rights is theessential demand for realizing citizen political rights and governing public libraries.Those three dimensions constitute a target system framework of public librarygovernance, which makes a point of strength in public library.In that way, how can we realize this target system? This article comes up withthree suggestions from institutional dimension according to governance theory. Firstly,library legislation should be quickened, which is the fundamental measure forinstitution environments. Secondly, breakthrough of institutional barriers to fulfillgovernment responsibility is the most important for universal equal services. Thirdly,emphasizing the necessity of civil society to strengthen citizen participation is apowerful response to public library governance and is a reflection that citizens fulfilltheir social responsibility.
