| The objective of performance evaluation of archives informatization construction is toclarify the problems and deficiencies in archives informatization, improve the subsequentconstruction of archives informatization, activate the value in use of archives informationeffectively, improve service quality of informatization construction and shorten the gapbetween archives service and the demand of the users. The results will provide importanttheory and practical guidance to improve the service quality of archives.The connotation of the performance evaluation of archives informatization was clarifiedfirst of all. Based on Drucker’s theory of management by objectives, government failuretheory of Buchanan, enterprise government theory of Osborne, new public services theory ofDenhardt and some theory from domestic performance evaluation, the importance and thenecessity of the performance evaluation of archives informatization construction was stated.The service results, quality of service, implementation system, innovation of service modeand freedom of archival information disclosure are important during performance evaluation.Based on the theory of performance evaluation of public sectors, the staff of archives,supervisors of archives, experts and users was defined as the main subject of evaluation. Thecontents of performance evaluation were determined by the method of key indicators,economy, efficiency and effect based on the service quality and results, customer evaluation.The evaluation index is selected based on implementation conditions (input), content of thearchives information construction (output) and the service effect, guiding by “outlines ofarchives informatization construction of China”, the current evaluation indicators and thepractice of archives informatization construction. The evaluation indicators were selected andthe degree of importance was judged through Delphi method. The weight of differentevaluation indicator was determined by using analytic hierarchy process. And the evaluationindicators system was established. The detailed scoring methods were designed based on thepractice and previous studies. In addition, the scoring methods were optimized based on theopinion of experts.The empirical analysis was carried based on the data of questionnaire of four homologyarchives in the year of2012and2013. It was concluded that the performance evaluation did not cause the attention of archivist. Scientific, reasonable, dynamical and regularly input wasneeded during archives information construction. Special funding, archives informationresources construction, the construction of the archives service platform, the talents workinggroup and archives information service effect had important influence on archivesinformatizatio construction. Short-time training to staffs had no essential impact onperformance. Archives department should to improve the initiative service consciousness.The archival work should be known further. The exploring of information resources andopenness of archives information should be enforced. More diverse ways of services andremote inquiry service system should be established. Cooperative service should be startedand the process of using should be simplified to avoid the status of "information isolatedisland". The information demands of users, the change and influence of cognitive behavior ofusers was one of the important research areas in future. |
