Performance appraisal is an important step during the enterprise management processes. It is oriented with the business goal, and the enterprise will decompose the strategic goals of the layers. By the evaluation and analysis of the employee’s job performance and job performance, the employees within the organization is improved, the potential and enthusiasm of the staff is given full play. And then the goals of the enterprise are achieved. With the development of the coal science research institute, the expansion of the staff team and staff structure is becoming more and more complicated, the traditional artificial management system can’t keep up with the demand of the enterprise development, more and more enterprise managers need to handle affairs and assess the staff performance, effective allocation of human resources will be directly related to the development of the enterprise, consequently, the coal science research institute performance appraisal management system is built.This project draw lessons from international advanced 360-degree performance appraisal method, and it is together with the present situation of coal science research institute and the actual demand, the research and design of the coal science research institute performance appraisal system is implemented. The system is based on the modern human resources management theory framework, uses B/S model, workflow technology, communication and network, information processing technology research. The system is built on the J2EE framework of mature, and the Oracle 10 g enterprise edition is chosen as the database system, and configuration is implemented under the tomcat server.From the functional perspective, the system mainly includes six core modules, namely the organization and personnel management, appraisal, KPI setting, implementation and assessment evaluation results. The organization and personnel management is implemented to achieve the basic information of coal science research institute set up. Reviewed Settings will range, assessment and examination time necessary for examination and assessment of information set. KPI setting, appraisal index, can be used for examination and assessment of templates and other professional assessment information set. Assessment of implementation and the results of the appraisal is used to organize the assessment activities, and the final assessment results summary. Through the cooperation of these several modules, it can strengthen the coal science research institute management and supervision, and it also improves management of the coal resources management science research institute efficiency.It is worth noting that the company management system and mechanism should adjust with the development of the company constantly, then the performance of system should only fully consider its elastic inclusion. Therefore, in the construction process of the system, the scalability of the system should be considered.
