The Design And Implementation Of Performance Appraisal System For Siping State Taxation Bureau

As the development of the global information, the E-government is applied in the government. Based on the computer and the network communication, E-government is becoming the management method of government in the common affair, information gathering and publication, and public transaction management. As the development of E-government and the performance appraisal in the departments of government, performance appraisal system is designed and implemented.In this paper, a B/S based performance appraisal system for government department is designed and implemented, in order to ensure the position statement, optimize the human resource, improve the quality of the clerks, enforce the encourage mechanism and promote the efficiency. The system is designed on the top of CTAIS 2.0, Anti-counterfeiting Tax-controlled system, tax law enforcement system. The system is supported by the real data of the Siping state taxation bureau.The system uses B/S architecture, MVC framework, and is designed and implemented on top of the data replication of the tax system. The MVC framework is Struts 2. Weblogic is used as the application server, as well as the Oracle 9i is used as the database server. In this paper, we investigate the taxation bureaus of many states and make the detailed demand analysis. Therefore, the transaction of the system is divided as tax resources administration, tax service, tax check, taxation composite and government affairs composition. After the accomplishment of the development, the test is made and reached to the requirement of the performance appraisal of the government. The system is running in all the department of Siping state taxation bureau and is popularize to the other taxation bureaus of Jilin Province.The contents of this paper are arranged as follows: section 1 introduces the background and the research significance of the performance appraisal system; section 2 illustrates the requirement analysis of the system, and introduces the key technology used in the system, including Struts, oracle database, Weblogic application server; section 3 is the design flow of the system, and in this section, the display module, the user information module, the transaction classification module and the job registration, examination and review module are designed; section 4 illustrates all the function modules in the different level; and based on the sections above, section 5 make the conclusion of this paper, that is , after the trail by Siping state taxation bureau, it is proved that the performance appraisal system completely meet the requirement of the taxation bureau.Using B/S architecture, user can use the system directly by the web pages. The system can give a mark to the job of the clerks, and the section chief can review the clerks using the web page browser. The administrator can manage the system directly using the web browser without installing any clients, and the query, insertion, deletion and the modification can be easily operated. The system can synchronize the data automaticly with the transaction database. The system is easy to use, and the logic of the system is clear, as well as the interface is friendly. After the application in Siping state taxation bureau, it has been popularized in Jilin Province.
