With the continuous progress and development of society, China’s telecommunications industry has made leaps and bounds, in order to allow the telecommunications industry to better continuation of this development trend, it is necessary to further improve the telecommunications company’s management system, especially for employees performance management system should be reformed. So that every employee working in telecommunications companies are able to get a fair and equitable treatment, deserve reward or punishment, not only can inspire strong, serious attitude of users, allowing them to work more actively. While allowing employees the ability to work is not obvious to recognize their gap to catch up, thus improving the efficiency of the company from finishing. To this end, telecommunications companies rely on modern computer technology and network technology, the development of a staff performance appraisal system becomes very necessary.According to the company’s branch internal demand for mobile staff appraisal business, functional employee performance appraisal system for mobile company is divided into:basic information about several aspects of personnel management, assessment program management, appraisal management, complaint management. With the new performance appraisal system, companies can move away from the traditional performance appraisal methods, improving the efficiency and fairness of employee performance appraisal work. In this paper, the following work:(1) Study subjects background, a clear sense of purpose and system development. On the development of domestic and foreign staff performance appraisal system to understand and research.(2) A clear system to use the technology, management information systems technology and performance appraisal theory and techniques are introduced, to understand the basic theory of performance appraisal and architecture, the type of performance appraisal, performance appraisal methods and the principles of performance evaluation and so on.(3) Through the traditional performance appraisal process to analyze and learn from the process of the original performance appraisal system, and all reached the targeted system, complete the system requirements analysis, and system roles and functions are divided and classified. (4) On the basis of the analysis described in the system requirements, the overall system architecture, and system design, detailed design of the system and complete each module. Data clearly involved in the system, do the design work of the database.(5) Using the MVC model for system development, system logic code on the backend development, and describes the development process and interface for each module.After the project’s experimental tests show that:the system is running result is correct, to achieve the desired objectives and requirements of the project design, to meet the movement’s assessment requirements for workers, companies can better aid the assessment platform implementation of information processing performance appraisal.
