The people who make up a company’s workforce are considered to be a core asset to the company. In the current global work environment, all global companies are focused on retaining the talent and knowledge held by the workforce. The human resource imformation system in this paper is used to manage the people participating in the software outsourcing project of China Foreign Exchange Trade System (CFETS).This paper describes the design and implementation of the human resource information system based on the Spring, Operamasks and MyBatis. First, it introduces the history of human resource management and principle of techniques used to develop the system. Second, it gives the system’s functional requirements. Third, it describes the overall system design based on three-tier framework and Spring, the modular division, the database, the main modules. At last, it illustrates the implementation of the five modules of the system, including apply, accept, basic information, attendance, system.The human resource information system in this paper specialized in software outsourcing management. The system has the basic functions of a normal human resource information system; also it has special functions to meet the requirement of software outsourcing management.The human resource information system in this paper is proved to be very effective for human resource management. It can be a good example for the development of other human resource information system.
