In the modern commercial environment, almost every strategy needs the support of human resource if it is related to the relative issue. With the advent of new economy which featured by globalization and internet, enterprises are facing more fierce competition. To adapt to the faster and faster technology revolution and to meet the challenge of knowledge economy, many enterprises are active to make innovation to the structure of organization and the management method, try to develop to a more flexible, flat and virtualized direction."HR Outsourcing"is the very new management way emerged in this environment which is used to help enterprises to improve efficiency and win in competition.Although the industry has a late start in China, there's huge development potential for China. With the improving recognition of Chinese clients to HR outsourcing service, the demands have also increased. According to the report published by Yankee Group, the compound annual growth rate of HR outsourcing all over the world market has exceeded 12%, and till 2008, there will be 80 billion dollars in the global HR outsourcing market, the HR outsourcing market of foreign companies in China is expected to exceed 20 billion by domestic HR specialists. The integration solution becomes the major demands for enterprises with HR outsourcing service.However, with the increasing variety of service and large amount of data brought by the increasing clients in HR outsourcing companies, mistakes also happen more and more frequently. The changing requirements of clients lead to stuff from different departments working under large pressure and receiving continual complaints.This paper gives a research on the solution to the management system, which developed based on Microsoft .NET and applies various of advanced technology, is designed for human resource outsourcing business. The system contains the whole process of business, service, accounting, finance and performance, satisfies HR outsourcing company almost all the IT system supporting when providing service for clients.Starting from the analysis on business demands, this paper introduces in details of the overall design, demand modules cutting, interface design, subsystem design and integration of the system. User division, application logical structure, system grid structure and system functions are included in details, among which task system as basic service function and accounting system as the base of fund management are mainly introduced. The two subsystems, to some degree, are the main functions of the solution, with other functions as extension.This paper also introduces the report center as a special function. By using Reporting Service of .NET, reports can be generated and published by developers for clients conveniently and efficiently.Last, this paper introduces the way of integrate enterprise's existing e-recruiting system resource through SOA to provide high add-value"promoter service"for clients who use human resource outsourcing, gives a detailed analysis on the business demands and the implement way of integration. To carry out the integration is not easy; however, it will help to promote the development of human resource outsourcing.
