With the information development of modern society, a lot of management modes in CRC Jinan Branch have undergone great changes, some of the traditional management modes and lagging emergency measures began to weaken the competitiveness of the company and hinder the further development of the company. CRC Jinan Branch has some obvious problems on performance appraisal management of staff and departments, such as performance evaluations were not objective and so on, which made CRC Jinan Branch proposed that using a performance appraisal management system to achieve the performance appraisal management of staff and departments, to establish impeccable performance appraisal management system, so that enhancing the competitiveness of the company and achieving sustainable development of the company.This paper designed and implemented the CRC Jinan Branch performance appraisal management system with the use of a variety of ways of requirements elicitation to capture requirements and the use of use case diagram, class diagram and sequence diagram in UML language to conduct needs analysis, detailed design and implementation. Firstly, using struts2 framework for the design and analysis, and using high-level programming language Java for programming, the development platform used J2EE, and the database was a relational database, SQL Server 2012 database, and finally designing and implementing the CRC Jinan Branch performance appraisal management system.The CRC Jinan Branch performance appraisal management system consists of eight models, system management, appraisal management, user management, appraisal summary, payroll management, realistic management, personal appraisal center management and departmental appraisal center management. System management mainly achieved basic management of the system, such as system name, system user’s permission setting; appraisal management mainly achieved the management of appraisal programs and appraisal methods, such as newly increased appraisal programs; user management mainly achieved the management of the system users, such as basic information management of users; appraisal summary can post-process and display results of appraisal; payroll management achieved payroll management for the staff; realistic management achieved report before appraisal by the staff and departments that accepted evaluation; personal appraisal center management achieved the operation of individual appraisal, and participants can also view rules of their evaluation scores here; departmental appraisal center management achieved appraisal rating for the department. Finally, integrating every functional modules of the system and doing overall test to achieve the overall functionality of the system.Through the establishment of the performance appraisal management system, the appraisal managers working for CRC Jinan Branch can be freed from tedious works, improving work efficiency and ensuring fairness of appraisal. The application of the system saved costs, improved work efficiency for CRC Jinan Branch, so that the company can adapt larger scale.
