Publishing enterprises refer to enterprises that have fixed places and equipment,they are engaged in the publishing,printing and distribution of books and periodicals.At this stage,the importance of the cultural industry in the national economic and social development is increasing,and it has become a pillar industry of the national economy.As one of the core industries of the cultural industry,the publishing industry's reform and development highlight the cultural soft power of the country.Since the founding of the People's Republic of China,publishing companies in China have carried out publishing,printing,and distribution operations in the form of public institution organizations.The state finance has mainly covered the operating expenses of publishing units.The nature of public institutions provides institutional guarantee for publishing enterprises,but causes problems such as inefficient allocation of resources for publishing enterprises.Therefore,the organizational form of public institutions can no longer meet new historical development needs.The 16 th National Congress of the Communist Party of China was held in 2002.Against the background of the reform of the national cultural system,publishing companies have officially entered a new stage of restructuring and restructuring.Ignoring healthy and sustainable development,incomplete internal restructuring and retaining,and even some enterprises still retain the issue of part of the career establishment.A very important reason for these problems is that the internal performance management level of publishing companies is not high,and a scientific and reasonable performance evaluation system is lacking.In addition,the publishing industry itself has a gap with other industries.With the advent of the all-media era,the tremendous changes in cultural communication methods have made the publishing industry's competition more severe.After reviewing the development of performance evaluation and performance evaluation methods for publishing companies at home and abroad,this article uses a balanced scorecard performance evaluation method to study the performance evaluation of publishing companies in China.First,based on the theories related to performance evaluation of the publishing industry,that is,stakeholder theory,corporate social responsibility theory,and balancedscorecard theory,this paper sorts out the business types of the publishing industry,and determines its characteristics and strategic goals.The construction idea of performance evaluation,because publishing companies must always put social benefits first,so this paper supplements the social responsibility dimension on the basis of the original four dimensions of the balanced scorecard.Secondly,taking Chinese Tiandi Publishing Media Co.,Ltd.(hereinafter referred to as Chinese Media)as an example,the development history and current situation of Chinese media are analyzed,and the necessity of the use of balanced scorecard performance evaluation in Chinese media is explained.Third,construct a three-level indicator system for performance evaluation of Chinese media,determine the weight of indicators by using AHP,and formulate evaluation criteria for indicators based on relevant policies and standards.Finally,the performance index evaluation system is applied to Chinese media,and the index score is obtained based on the 2016-2018 data of Chinese media,and analysis is performed according to the score results to give relevant suggestions.In this paper,the performance evaluation of Chinese media found that an effective performance evaluation system can enable Chinese media to discover its own deficiencies and problems.The overall score of the three-year indicator score is general,and the presence of new media business is relatively low,the knowledge level of employees,and the professional quality are not high.problem.Combining the results obtained from the performance evaluation analysis,two suggestions for improvement are targeted.This paper's research on the performance evaluation of publishing companies can provide experience for the performance evaluation of other publishing companies in China,so as to build a scientific,reasonable and effective performance evaluation system,and then improve the performance management level of publishing companies,and ultimately improve the performance of Chinese publishing companies' ability to develop towards high quality.
