Under the background of economic globalization and information technology,no one information service institutions can stay alone,libraries show a relation of both competition and cooperation.only each other to establish effective cooperation,share the risk,they can share benefits,create a competitive advantage and better meet the needs of rapid changes in information service market.Library alliance has gradually gained recognition as the forms of it.But how to evaluate the work and objectives of library consortiums,how to get the high efficiency of output by the limited input,it becomes a problem that the we pay close attention to.The research on the performance evaluation of library alliance can be found in the domestic and international,there are two main problems:first,ignoring the performance monitoring and feedback,evaluation is a key link,and not the ultimate goal;second,performance evaluation doesn't combine with library alliance strategic objectives.Therefore,it is of great significance for the sustainable development of Library Alliance in China to establish a system of strategic performance.Strategic alliance theory from the perspective of strategic alliance strategy formation and implementation process for the full range of management,at present the typical three strategic alliance theories are social network theory,resource theory and knowledge and organizational learning theory.The integration of three strategic management theories will take into account aspects of the internal and external environment,resources,learning and growing,to provide a comprehensive system of organizational strategy performance concept and provides a theoretical basis to build a system of library alliance strategic performance evaluation system.In this paper,we analyze the existing problems of library Consortium performance evaluation,and introduce the three kinds of strategic alliance theory into the library Consortium performance evaluation in university town,and explore the link between strategy and performance.Firstly,we analyze the development of library alliance performance evaluation;secondly,integrating the three strategies alliance theories into the library Consortium performance evaluation and building a performance evaluation model of the strategic orientation Library Alliance.Then,we integrate the 360 degree performance evaluation into the Balanced Scorecard(BSC)as a performance evaluation tool.Proposing a balanced score card with four dimensions including financial,customer,internal process,learning and growth.The weights of the indexes are determined by using G1 algorithm and analytic hierarchy process.Finally,Taking FULink as an example,analyzes its strategic performance,and put forward countermeasures.
