In today’s 21st century, along with the advance of information technology boom, high and new technologies based on computer technology have developed by leaps and bounds, and integrate into the enterprises with unstoppable trend. Enterprises are facing challenges of globalization, high-quality, high-efficiency. Tai’an Rural Credit Cooperative, as a traditional financial company, not only face the challenge of technology, but also face the rapid impact of major commercial banks. Meeting the challenges and adapting to the environment have become a primary goal of all enterprises, human resource management, as a soft power of the unit, is playing a pivotal role. Establishing a sound human resources management system of Tai’an will help to improve unit efficiency and increase the competitiveness of the rural credit cooperative.Combining with specific functional requirements and performance requirements of Tai’an Rural Credit Cooperative human resource management, using the object-oriented design and MVC design pattern to design Tai’an Rural Credit Cooperative human resource management system. Specific implementation used four layers of B/S architecture, including presentation layer, business logic layer, data access layer and data layer. The presentation layer mainly adopted Struts framework to separate display, control, and model parts, thereby increasing code reusability. View and control parts of the MVC model is mainly implemented by the Struts framework. Besides, this system used Spring to implement the business logic layer, data access layer mainly completed the establishment of view and relational mapping, by mapping and access business objects, people can access to the database, allowing developers no longer used complex SQL statements to write database access program, thereby increasing the efficiency of development. In addition, using SQL Server2012 as the storage environment of business data.The main functions of Tai’an Rural Credit Cooperative human resource management system included organizational structure management, personnel management, personnel entry management, personnel positive management and personnel deployment management. Organizational structure management mainly achieved businesses of establishment, query, modification and merger of sector; personnel management mainly achieved businesses of query and modification of personnel information, file conversion of personnel information, modification of personnel subset information, and modification of personnel master set information; personnel entry management provided entry application and entry approval; personnel positive management achieved positive application, execution result of approval, and approval application; personnel deployment management completed deployment plan management, deployment application, deployment approval, deployment records management, work conversation and statistical analysis of the deployment.The run of Tai’an Rural Credit Cooperative human resource management system realized layers management from the department to the post and then to personnel, strengthened the hierarchy of the management, so that human resources management became more structured and more standardized, thus the human resource management of Tai’an Rural Credit Cooperative reaching to a new level and strengthening the soft power of the unit, thereby increasing the core competitiveness of Rural Credit Cooperative.
