With the popularity of network technology and the advent of big data era, the office efficiency of enterprises has been greatly promoted. As an important part of enterprise information construction, the Human Resources Management System(hereinafter referred to as HRMS) can quickly and accurately provide the basis for the enterprise management to make decision through the integration and management of related human resources information, thus guarantee the enterprise's long-term development. But at present many enterprises still use the original manual records, simple EXCEL spreadsheet for the statistics of information, salary, etc., which not only reduces the working efficiency, increases the risk and the probability of error, but also prevents much human resources management information from being shared among employees and departments. Therefore, to design and implement the HRMS that can meet the demands of enterprise development is the task of top priority for enterprise development. It is also one of the key factors that determine the enterprise's success in the future market competition.The paper designs a HRMS based on Client/Server framework. Using Delphi7.0 and Microsoft SQL Server 2005, aiming at the demand background of human resource management of Jinzhou New Hua Long Molybdenum Industry co., LTD.(hereinafter referred to as NCD), the paper first discusses the development situation of human resource management at home and abroad, and points out the significance of the HRMS design and development in NCD company. In combination with NCD company's actual situation, the paper then discusses the feasibility of designing and implementing the HRMS and elaborates the overall design of the HRMS. The system analyzes such modules as the information management, salary management, statement management, contract management, query management and so on, and illustrates the system's specific functions by using UML use case diagram. The design of the system integrates the actual enterprise human resources management thought, which ensures the simple operation and strong practicability of the system. At last the paper analyzes the implementation of the system, explains the system's deficiencies, and predicts the future of the system.The design and implementation of the HRMS improves the NCD company's human resources management ability and achieves the preliminary implementation of the enterprise information management. Meanwhile, it saves the development fund for the enterprise and sets an example for the surrounded small businesses in the same industry in terms of information construction.
