In recent years, the urban construction in China has been presenting a boom that is tosay the number of towns is growing quickly, the urban function is coming to be perfect,the urbanization level is enhancing unceasingly, the urban rural appearance is changingrapidly. However, influenced by many factors, the formulation and implementation ofurban planning are facing unprecedented pressure. The urban planning in many places hasfailed to play their regulatory role. A lot of planning results did not reach the expectationsof planning department and planning failed to be effectively implemented in theconstruction part of urban development. The above problems lead to the situation that theplanning results do not agree with the actual situation of urban development. If theseproblems cannot be solved, the urban development of our country can’t be on a path to ahealthy and sustainable development.Statistics and evaluation of urban planning, is discovering characteristics and rules ofurban planning and evaluating urban planning implementation results, based on statisticsand analysis of a huge amount of data which is accumulated in the daily work of urbanplanning. Statistics and evaluation of urban planning helps to strengthen the supervisionand management of urban planning implementation and helps to reflect the trend of urbandevelopment timely and accurately. However, the particularity and complexity of the workof urban planning leads to the hardship that urban planning statistics and evaluation workis faced with many problems.In this paper, the concept of GIS-based statistics and evaluation system of urbanplanning is proposed and a statistics and evaluation system of urban planning is designedand developed guided by the method of systems analysis in the thought of systems science.The system can well organize, store and manage all kinds of data needed and produced inwork of urban planning. On this basis, a series of statistics and analysis of data isperformed to evaluate urban planning, providing basis to effective and timely supervision,management and evaluation on urban planning implementation.First of all, background of the work of statistics and evaluation of urban planning isintroduced by collecting relevant materials. Then the research situation and actual work about statistics and evaluation of urban planning at home and abroad are investigated andanalyzed. To improve research method and overcome difficulties in the actual work,GIS-based statistics and evaluation system of urban planning is put forward to meet theurgently needs of urban planning work. In order to implement the system, this studyexplores the basic principle and key technology involved. On this basis, with applicationof GIS technology, Oracle10g and ArcSDE as a spatial database solution, using theArcGIS Engine secondary development, the statistics and evaluation system of urbanplanning is comprehensively designed and developed. Finally, the system is applied in theactual urban and rural planning work in Fengfeng Mining District in Hebei Province,China.
