Design And Implementation Of Public Planning System For Urban Planning

With the rapid development of Internet technologies and the increasing of people’s demands for geographic information systems(GIS), it has become a trend for government’s geographical information websites to utilize the Internet for releasing and publicizing geographical spatial data on web pages and providing the geographical spatial data’s browse, query, and analysis functions to different users. While enjoying the right of information, citizens can actively participate in urban planning and use the Internet as a major platform to show their political standing and demands to the government. The urban planning announcement mechanism helps citizens to maximally know about the urban planning, participate in the planning and improve the decision-making during urban planning.This paper makes an analysis and study on the current conditions and actual demands of the urban planning pre-approval announcement system, and provides a public participation & planning decision-making support solution for the urban planning pre-approval announcement system. The main function of the system is to implement open planning, public participation, opinions feedback, data analysis, and decision-making support. Based on the application of the WebGIS geographical information technology, the solution creates a pre-approval announcement electronic map system and a pre-approval announcement opinions feedback system oriented for the public network, in which, the pre-approval announcement electronic map system is mainly used for urban planning information display, query and positioning, whilst the pre-approval announcement opinions feedback system is mainly used for public participation, opinions feedback and review filtering. Based on an analytical study on major cases and the tendency of pre-approval announcement, the paper makes a summary on the supporting effect of the data analysis system for the decision-making of urban planning during actual applications, thus providing necessary public opinion feedback and analysis support services to the decision-makers of urban and rural planning.During the design and implementation of the urban planning pre-approval announcement system, the paper makes a study on the applications of the WebGIS during pre-approval announcement, and provides a detailed analysis and description on the overlay of pre-approval announcement data and maps, the conversion between Internet and Intranet data, the query positioning of maps, and the updates of maps. In addition, the paper makes a study on the advantages of SVG technology and Ajax technology in the applications of Internet geographical information system, and utilizes and optimizes the HttpModule to improve the security of data requests. Based on the study, the paper finally completes the design of the urban planning pre-approval announcement system.
