The Design And Realization Of Urban Planning Management Information System

City planning and approval of construction projects is a strict laws and regulations,professional and strong, with both the approval time has permission to prescribe, verticaland horizontal linkages between complex collective work, the traditional manual methodhas been increasingly unable to meet demand of city planning and management in theinformation age. For the development and application of urban planning managementinformation system （UPMIS） has provided quiek and effective ways of obtaining andmanaging the information and materials in urban planning. Establishment of city planningmanagement information system has become the development trend of the field planningmanagement information construction.In this paper, With the construction of Suzhou industrial park planning andmanagement information system as an example, Based on the concept of information ofcity planning and management, study and discuss the key techniques and problems relatedto architecture, which involves system construction the basic functions, the basic spatialdatabase etc. This paper analyses and summarizes the domestic and foreign advancedsystem design concept and technical achievements, the construction of the target system,complete the overall framework of the system and the database system design; Thenexpounds the function of each subsystem module planning management system contains.Finally, the realization of some functions and the application in the city planningmanagement.During the implementation of system, discussed tthe information sharing problem ofcity planning and design, CAD, GIS, Web, Service and database integration technologiesare used, Planning of heterogeneous system design safe and reliable data transfermechanism, CAD platform and spatial database connection, Integrated storage and querytext is solved. Detailed description of the key technology and implementation of gridspatial index file and database support, analysis of the establishment of speed graphics operation and target query index before and after the case based on file and database,improve the massive spatial data access speed.The practice shows that the system is composed of GIS and MIS, can realize therenewal and maintenance of graph and the attribute information. The system can realize thedynamic management of the plan management information; can realize the departmentinterior coordination work as well as the approval items reported and the informationsharing. The system applied to city planning department and has certain flexibility，theestablishment of planning management is very necessary it is important to urban planningmanagement work.
