In the modern era, human resource is the first capital, is the most precious resources.The quantity and quality of human resources is the core of competition among enterprises,human resource has become the primary factor of enterprise competitive advantage. Inthe competition to map out a strategy of not just rely on tangible assets, more important isto rely on intangible assets. Therefore, the performance management system of modernenterprises need to constantly improve and upgrade the management software.The Hulun Buir region is vast, China Mobile Hulun Buir company consists of17subcompanies located in17counties, in order to solve the problem of human resourcemanagement across the region, we have to build a performance management system,centralized management of all counties, all subsidiaries, departments and all staff data,real time dynamic updating and sharing, the system provides multi angle search function,so you can let the human resources department of a comprehensive understanding of thebasic information and performance level of employees. Because of the fierce competitionin the market, how to leave and the introduction of talent, inspire their passion for the workis an important component of the future development of enterprises. This system is theuse of computer technology to achieve a performance management system, humanresource management plays a role of bridge. All of the system from the development, tothe business process from the use, purpose is to make the management of the enterprise,to better understand the status of human resources, enhance the height from top tobottom connection, realize the enterprise staff to work efficiently.This paper analyzes the present situation of the enterprise, the preliminary designand implementation of performance management system, this system makes thepersonnel department long tedious work process has been simplified, greatly improvedwork efficiency, simplify the system view, the system can automatically calculate the salary,at the same time to solve the leakage problem of illegal modification and information.In this design, in order to facilitate the analysis of performance, for the managementof staff, a single business by extracting the database record monthly draw histogram, thisis a longitudinal comparative analysis. For the same employee in different period in thesame assessment indicators for comparative analysis, seeks the reason performance gapand gap, has reached the purpose of improving performance.This paper describes in detail the design from the code to the interface, the firstanalysis of the performance management system of the environment and historicalbackground, then to find the deficiencies and defects, to determine the purpose andsignificance of develop the system, in order to improve the old system, make it more adapt to the pace of modern performance management, the detailed design and needs analysis,system function module.
