The human resource management information system is a kind of system software which is based on information technology and provides human resource management function. With data management as the core, the system standardized the staff information, such as staff recruitment, enterprise organization and position setting, staff skill training, salary and welfare, performance and demission, which is key to an enterprise. Through process management, this information is managed in a unified database. The system improves the efficiency of human resource management, and meets the requirements of modern human resource management.In this paper, a human resource management information system is designed and realized for telecommunication enterprises. By means of a unified and convenient working platform, the human resource data management and business process management is accomplished for a telecommunication designing enterprise, and the actual management demand is meet correspondingly.In this paper, in order to improve both the quality and efficiency of human resource management, a unified database is constructed and the business management process is standardized based on the analysis of the disadvantage of traditional method of enterprise human resource management. Based on the requirement analysis, the relationship between the system function design and functional modules is given. Based on the business process analysis, the functional and non-functional requirements of the system are described respectively. This system is made up of nine modules, and in this paper, we take only important modules as examples to illustrate the detailed design and implementation of the modules. And a variety of functional and non-functional test results show that this system meets all requirements efficiently and the desired target is achieved.
