With the increasingly scale and increasingly numbers about BGI participation inthe management of science and technology projects, the management of projectquality brought manager a lot of problems and challenges. In order to simplify theoperation and process of the project management and improve the quality and level ofenterprise project management, it is necessary to develop a project managementsystem that is suited for its development strategy on the actual needs of the enterprise.This paper describes the process of the whole design and implementation aboutthe BGI project management system based on the method of software engineering.First, it introduces the related technology and principle used in the implementation ofthe system, and describes the goal of the system and the key issues to be solved.Second, it analyzes the functional and non-functional demand to the system. then itcompletes the outline design and detailed design of project management system basedon the demand analysis, which mainly includes the authority module design, businessmodule, material module and personnel selection plug design, etc; The systeminterface includes the administrator interface and the user interface, and theadministrator interface is the configuration of the project related parameters, authoritymanagement and log management by the administrator, while the user interface ismainly integrated the user’s main interface, project management materialmanagement, business management and process management modules, etc. Last, afunctional test and a performance test is made to ensure the system can realize thefunction effectively and has a good user experience.The project management system described in this paper is implemented by thedesign based on multi-layer architecture and MVC mode. it maximize the realizationof user right customization on function, support multi-project collaborationmanagement and five hundred users concurrent environment on performance. And thesystem has good safety performance and scalability, and it fully meet the demand ofenterprise innovation management to project management methods.
