China’s telecommunications industry in the 20 th century, 80 years has been rapid development, the focus of enterprises have begun to work on the layout of buildings and infrastructure communications network transfer. How can through efficient project management to ensure the success of the project, it is a major problem faced by communications companies. At this stage, the project management level of China’s telecommunications industry is relatively backward. And communication engineering projects in different projects with other fields, its high engineering time, cost and quality requirements. Therefore, we must design a sound project management system for the characteristics of the communication project. This can not only project management system project management level to evaluate, but also allows the project management level has been ongoing optimization and improvement.China Mobile Communications Group Co., Ltd. Sichuan Guangyuan Branch, established in 2000, established a shorter time. Since the front part of postal system is split, so Guangyuan move the starting point of the split project management is still relatively high. But with advances in science and technology, in particular the impact of the Internet industry, after 2000, the development of the telecommunications industry booming, poor project management can not meet the sustainable development of enterprises. How to change the existing project management methods, the introduction of international advanced project management theory on how to increase the movement of Guangyuan core competitiveness through project management, is moving Guangyuan attention focus.Firstly, based on field research methods on the development of mobile Guangyuan project management in-depth understanding of, and then use PMMM Project Management Maturity Model Assessment Guangyuan moving company project management maturity. Assessment results show that, at this stage Guangyuan mobile project management level is relatively high, at Maturity Model third level. On this basis, the author completed the Guangyuan mobile project management system logical structure and detailed structural design. In the logical architecture design, the author focuses on the building blocks of communication between management system and each module. In the detailed design, the author focuses on the support module, program execution control module and analysis module three modules. Finally, move Guangyuan reach maturity fourth level of improvement path planning is proposed benchmarking and continuous improvement of the main content.
