Currently,a new round of rapid development of information technology,including cloud computing,Internet of Things(Io T),mobile Internet,big data,artificial intelligence,and information security,has brought new opportunities and challenges to the manufacturing industry.Military industrial enterprises have raised new requirements for the project management in their digital transformation and in their construction of informatization projects,such as “intelligent workshops” and “intelligent institutes”.Projects in such new context are characterized by a long-term duration,large investment,and throng of linkman,which necessitate cross-sectoral joint teams and multi-project portfolio management.Software enterprises represented by Y Company have already considered the upgrading of their project management as a key tool for building their core competitiveness in the fierce market competition.However,the organizational structure and project management models in traditional software enterprises are unable to meet the new requirements of business development.Such discrepancy necessitates the construction of a multi-project management organizational system that is responsive to market requirements.Taking Y Software Company as its research object,this paper studies relevant theories of project management and proposes a multi-project management solution to the construction of an enterprise-level project management office(PMO)and a strong matrix project organization on the basis of the business characteristics of Y Company and its main existing issues.The solutions including the development of PMO construction objectives,the design of a multi-project organizational structure and corresponding responsibilities,and the optimization of the project management informational system,and so on.In Chapter I,the background,purpose,and significance of the study,as well as the rationale and framework of the study are presented.Chapter II combs through project management theories and literature on project management,project management office and IT Project management,which provides the theoretical basis of the study.Chapter III analyzes the project types and operational characteristics of Y Company,and its status quo and main existing problems of multi-project management,all of which illustrate the necessity and rationale of this study.Chapter IV proposes a multi-project management organizational system for the construction of an enterprise-level PMO with a focus on the construction plan for PMO.Chapter V selects Y Company's representative project A as the subject of a case study to validate and assess the operation and application of PMO,and to provide experience for its follow-up public promotion.The final part summarizes and offers an outlook for the application of PMO-based multi-project management organization in the software industry.It contends that constructing an enterprise-level PMO is an effective solution to the problematic multi-project management in the software enterprises such as Y Company.
