Participatory sensing is a new technology invented in recent years. With the rapid development of wireless and embedding technologies, the Internet of things is of more and more importance. Projects such as Smart Plant supported by IBM and Perceiving China led by Chinese Government are obvious evidence showing us the coming era. While Participatory Sensing technology acts as the key part of the Internet of things, it’s important that we study it. With mature Participatory Sensing technology applied in our life, the whole world will become a global village.The article mainly studies how to combine WEBGIS with the data from participatory sensing. The system uses.NET and ArcGISand Access to build the main frame of WEBGIS, and uses the popular3-tier B/S structure and use the lightweight data exchanging format called "JSON"to be as data transport. The core of the system is to present the result as a layer in WEBGIS. The system have the functions of showing and managing map layer data and could also Generatethe point layer, contour layer and density layer loading to the ap documents according to the data in the arcgis server. The system not only meets the requirements, but also provides users with more convenient and friendly UI.In this thesis, the system development background, the domestic and overseas actualities and the implementation significance are mentioned firstly. After that, WEBGIS and its relative concepts, the development method and technology of GIS are introduced. Then the system design and the implementation of the target system are described with emphasis.The system design section initiates from requirement analysis, the system infrastructure and the methods of complementation. In particular, the system design and the database design section are given in detail. In system implementation secton, methods are introduced about how to implement each module of the system. Finally, system testing and developing experience are presented, and some aspects of the system to be improved are pointed out.
