China suffers frequently from the natural disasters. As one of the countries that have ever experienced the most severe, earliest and largest variety of disasters, China has an annual economic loss of 50 to 60 billion Chinese yuan in the disasters caused by nature. More and more attention about IRG is given by our country and the entire world. Through WebGIS technology, this research is to provide timely and factual information on disasters along with the indexing of all kinds of accurate and overall frequently-used information, which, therefore, becomes one important dimension of the High-technology disaster reduction.Integrated Risk Information Service Access Platform based on WebGIS is the key technological support to IRG.The main content of the research covers:1) Studying the WebGIS service model, analyzing the payload balance, projecting a solution to WebGIS based on MapXtreme for java and designing and developing stereotype system based on B/S.2) Designing and realizing the Spatial Database and Attributive Information database on the Integrated Risk Information and effective storing and indexing of the spatial date.3) Studying the theory of fuzzy, designing and realizing the algorithm of fuzzy query based on the theory of fuzzy, compared with the traditional fuzzy query , reaching the conclusion that the new algorithm is adapt to Synthetic Risk Information.4) Designing and realizing the spatial information publishing system and coming up with its significance on national IRG.5) Verifying that the platform is characterized as timely, evident, accurate and abundant in information by taking the data information of the flood in Shaanxi Province as stereotype.This research is supported by the project "Key Technology Research and Demonstration of Integrated Risk Guardians" (Project No. 2006BAD20B02) which is listed in the key-pillar projects of the "11th Five-year" plan for the national science and technology.
