Information technology is rapidly, the popularization of Internet spread widely and it seems to be accelerating. Trades and industry joined onto the party of enterprise information management. Some of the C/S architecture application transform to B/S along with the advance of technology, and among these, WebGIS should be consider seriously. In the management systems of base station, construction of station relevants with geographic position closely, the addressing should be thought over and over. So the decision or strategy base on whole situation are necessary. But generally, legacy systems didn't consider from these sites. To manage and analyze the spatial data efficiently, and integrate with legacy system easily becomes the urgent requirements. WebGIS is result from these.In this paper, it will started from the market and definition of WebGIS, provided analysis of necessity and practicablity to building the WebGIS, compared the WebGIS with traditional GIS, synthesize the merits and demerits, gave the new requirements and functions. Listed examples from existing WebGIS, extracted some features on the situation of plan and design business rules. After that, we make some discussion about the practical technology, including the main ideas of geodatabase such as spatial index, geometry data models and layer models, and introduce briefly on ArcSDE spatial database engine, the structure of geodatabase, the J2EE relevant technology, for example Servlets, DOM, JavaScript, ExtJS, VML. Analysis and summarize these and then the architecture came up. Then we introduce each of the technical details, for instance the interfaces definition, ArcSDE JAVA APIs and request method of tile pictures. Finally, we would show some classic cases in practically applications, generalized the experience and methods in the research process, and summarized the deficiencies, look forward to the future works.
