Forest reserve is an important mainstay industry for the improvement andprotection of human environment. As one of the largest forestry,The renewable offorest resources and their rational development is very important for china,and havegreat significance in utilization of sustainable economic development and buildingeco-friendly society. As the leader of modern information technology, GIS is powerfulto integrate, manage, showing regional or even the whole country’s forest resources,and will be able to effectively improve and upgrade the overall level of the unifiedmanagement of forestry resources and comprehensive development and utilization, oreven improve the forest fire prevention and other related industries, and led to thetechnological upgrading.As increasing numbers of business data in digital forestry, the existing forestresource management system have all kinds of problems, such as running inefficient,complicated operation, functional imperfect and so on, it is difficult to meet thecurrent requirements on massive data browsing, data management, quality control andinspection results or other needs. In paper, take the example of Heilongjiang digitalforestry construction, in-depth analysis and discussion of the key technology ondevelopment forestry resources management information system with methods of GIS.On this basis, with the ideology of object-oriented, make the requirements analysisand design on B/S structure of the forestry resource management systems and C/Sstructure of forestry data management information system, and complete systemdevelopment.The achievement is as following:1. Learn and master a series of key technologies on secondary development ofapplication-oriented system. Analysis and compare of the B/S and C/S systemarchitecture, in-depth analysis on the development of WebGIS and Silverlight technology, ArcGIS Server map service technology as well as the characteristics andapplicability of ArcSDE technology which for mass data access.2. With the ideas of hierarchical design, divide the forestry application systeminto three levels: data application layer, service layer and data resources layer. Amongthem, the application layer is for forestry business application function module design,application service layer provides system functional interface, data resources layerprovides the support data, based on this function to build a unified platform andapplication services platform.3. Make a program and proposed the overall construction program on forestrymanagement platform. Constructed Heilongjiang forestry resource managementsystem based on B/S and C/S Mixed Structure, analysis the system requirements,system overall design and detailed design of functional modules.4. Realize system function based on the system design. Develop B/S structureforestry resource management system based on ArcGIS Server technology and. NETframework with C#programming language and XAML language with Silverlighttechnology. Realizing the two dimensional and three dimensional to displaygeographic information, administrative units positioned at all levels, resourceinquiries, information inquiry, assisted analysis and other functions. Develop C/Sstructure of forestry data management system based on ArcGIS Engine technology,Visual Studio2008development platform and the C#language to achieve dataloading, data checking and code conversion function and so on.
