With the development of information technology, office automatic systembased on B/S mode is also developing rapidly. As an important task ofinformationization construction, government puts the office automation in the firstplace, and document circulation system is th core of it. The officials can queryresources quickly, work together and share resources in daily works in order toachieve the rapid and comprehensive document flow and processing by using thissystem. This system has the substansive meaning in the aspects of improvingdocument flow efficiency and staff productivity, speeding up the decumentcirculation system construction and promoting integration of governmentinformation.First, document flow is studied at present developing situation, current researchresults, as well as the concept of document flow, characteristics and developmenttrend of document circulation in recent years are discussed, and determine theoverall research objectives. Secondly, This paper analyzes the document circulationsystem, use cases, functional and non-functional requirements.Further define theperformance required for an electronic document circulation system requirements.circulation system must meet the performance requirements. System from afunctional point of view the main design-box management, dispatch management,process management, notification management, permission management of fivefunctional modules. Systems from the user’s perspective, which include systemadministrators, drafter, Checker, action man, enlisted people, proofreading, andordinary users and many other types. System architecture was designed according tothe needs of the system and document flow process operations, and final designdocument database.Implementation of the system using J2EE technology, combined withobject-oriented thinking, using SSH framework for three-layer model layoutsoftware, implement electronic document exchange system. From the perspective ofthe physical design point of view in terms of conceptual design, From the angle ofview of conceptual design and physical design, the front of the system using the HTML, CSS and Jquery techniques, the server uses Tomcat7.0. Orcale database10G.Implementation of system performance by using the interface, as well as partsof code enables receipt management, dispatch management, notificationmanagement, permission management, process management, five functionalmodules. For realization of the system, the system focus on network security, andsimplicity of operation, focusing on e-government solutions into the description ofdocument circulation system. Finally, the system was tested simple functionality andperformance, pass the test, in practice, document processing and landingcommunique function display correctly, run very stable, the function is designed tomeet the needs of the modern office.Document flow as the transfer of information in e-Government environmentofficial channels, which has the support of computer networks, software andhardware technology, Operation that can make use of modern office systems, breakthe restrictions of time and place.As the core of office automation applications, thispaper document circulation promotes the sharing of e-government informationresources.Information systems for document circulation of Government Officebuilding, gradually services also need to realize the comprehensive automationsystem, which is the tendency of building information technology.This paperdocument circulation system design and implementation for future research one-Government’s development is of great significance and value.
