Firstly,the document flow system building’s needs had been researched based onthe development status and background of documents circulation and electronic-government.That included system construction of the functional needs of performancerequirements,use case analysis and data flow analysis.The official documentsthe overallarchitecture of the circulation system had been designed based on needs analysis,including network topology design, performance design, system function design. Andthen, the database of the document flow system had been designed, some databasetables had been builded, that had established of the system data layer.Subsequently, the construction of the document flow system had been detaileddesigned. The system analysis had individed to the data layer, access layer andapplication layer. The basic functions of the system module had been designed andimplementated, including the system log module, personal office page documentscommunique page, archiving function module,the system management module,issued adocument functional module,functional receipt module,and so on.And then data securityand access of the system had been designed in accordance with the technicalrequirements of data security. At last,the system had been tested such as functionalityand performance testing.The testing had resulted that the functions of system login anddocument the communique processing had been designed sucessfully.The design offunctions had been reasonable, and the operation had been stable.The building of the document circulation office system of government departmentsis a dynamic process of development.
