Along with the economic globalization and market competition intensifying, between countries or enterprises competition is increasingly fierce, but all of the competition in the final analysis is the competition for talent, because talent competitiveness is the most core part of enterprise core competitiveness, and human resources have become the most valuable resource, all kinds of enterprises are more aware of the importance of human resource management, and improve enterprise itself the urgency of human resource management level.This article first expounds the concept of human resource management, and its basic management tasks, then to research the development of the concept of talent management process, and to the study on the latest EHR management concept, what is more, EHR system and the traditional human resource management system is analyzed, and then combined with Oracle PeopleSoft HCM the world’s first enterprise human resources management system, this paper Studied the management software of the embodiment of the advanced human resource management ideas, as well as the software architecture design, the hardware architecture design, the design of network architecture, system architecture, and the web server, application server, the process server. Finally, combining with HSBC EHR project, this paper introduces the advanced management concept of the main steps required to implement in the enterprise. Researching in project requirements, project budget and risk assessment.This paper’s research and design is to correspond to the theory and practice.so as a paper theory with practice to scientific research as well as the enterprise management has important reference value, Innovation and breakthrough of this paper are focus on two aspects:developing the interface to interact with otEHR systems, and through deeply secondary development to realize the human resources management covers all of the model.
