QD Unicom Indoor Coverage Project (ICP), as a part of large communication engineering construction projects, is narrowly interrelated to the quality of mobile communication service. Being on the large-scale, the project is inescapably resources-costing and time-consuming, and negatively produces further delay at the high risk of uncertainties. It is well-acknowledged that monitoring the two key factors, the schedule-affecting the management and operation, and the quality-influencing the economic efficiency and survival of enterprise, has a significant effect on implementing large-scale communication engineering projects. As relevant as now when it has highly treasured by China Unicom Communication Operators (CUCO), shortening product life cycle, has been globally delighted operators and continued to distribute its legacy of saving investments on the premise of quality assurance. Summarily,’safe schedule control’’effective schedule change and thresholds’and’quick-response scope change’ are some of words used to describe Schedule Management Approach for Communication Operators that has saved countless operators and been up-bring innumerable.This paper has painted a phenomenal picture of documenting and analyzing the QD Unicom ICP’s planning, implementation, inspection and improvement in the terms of utility and practicability. A basic problem and solution in the execution of "QD Unicom ICP" is naturally presented by the choice of real-time controlling and managing schedule from the aspect of integrity and comprehensiveness.Firstly, the paper gives the background of the project which includes the current situation and progress of QD Unicom ICP, followed by a description of the techniques, WBS, Gantt chart, network-planning diagram, and a detailed presentation of how the methods are employed at the first planning phrase. Then, the project procedure is outlined and executed with communication, implementation, checking and controlling. Specifically, the Time-cost Balance Method explains how practical the schedule be optimized, while the possible methods, mainly includes building Responsibility Matrix (RM) and checking methods, demonstrates how successfully the project be accomplished. Furthermore, the emphasis is placed on the construction of a criterion function by which the PDCA in achieving actable and feasible system are evaluated. Lastly, the paper evidently shows experimental studies and empirical analysis for verifying the proposed model, positively looking for opportunity on how to perfectly complete the project.In this paper, the author inarguably reviewed and discussed communication engineering construction projects’ schedule management, and successfully employed and analyzed the utility and practicability of plan control, schedule management and schedule optimization of ICP, as a solution and reference in both.
