A Study Of Broadcast Television Resource Release Mode Selection In Emergency State

In recent years, broadcast television, as an important method, play an irreplaceable and unique role in aspects of releasing information, guiding public opinion, assisting disaster relief in the process of dealing with kinds of public emergency. Moreover, it also puts forward higher requirements on broadcast television. In the past years, great changes have taken place in broadcast television network in China. In emergency state, how to allocate a broadcast television release method according to the different emergency release requirements, how to select scientific and reasonable broadcast television resource release mode is crucial. And it is the key to give full play to the advantage and function of broadcast television.This thesis aims to apply scientific argumentation and empirical test based on the existing resources of broadcast television, to study broadcast television resource release mode selection in emergency state. The main contents of this thesis are as follows:First, combining with broadcast television emergency management, the different characteristics of the emergency state, the key elements of broadcasting and television resources demand published, characteristics of broadcast television releasing means and resources, broadcast television resource release modes in emergency state are summarized. Second, form adaptation, effect and cost3aspects, constructed broadcast television resource release mode selection in emergency state evaluation index system contains6secondary indicators,14triple indicators. According to the results of indicators rational expert survey, the constructed index system of broadcast television resource release mode selection in emergency state is modified. Third, broadcast television release model evaluation model in the emergency state and mode selection process in the emergency state are built. On the basis of analysis of released by emergency situations, keys elements of influence of broadcast television resources release mode choice is clear. Using evaluation index system, the candidate modes are evaluated. Determine the weight of post-project evaluation index by AHP method. Based on data collection and expert scoring, by the way of combining from adaptation, effect and cost of alternative model is evaluation of three aspects, the ranking, the merits of the alternative schemes for rational choice under the emergency state broadcast television resources release mode to provide effective basis. Comparative results of quantitative analysis demonstrate that the index system proposed in this thesis is reasonable and scientific and the mode selection process is practical and used properly.This research provides effective basis for broadcast television resource release mode selection in emergency state to improve the efficiency and scientificity of emergency decision. And it has important practical and social significance.
