The emergency decision-making based on emergency preplan is a science decision-making issue in complex conditions. The purpose of improvisation decision-making is to come into being emergency process plan in order to dispose the emergency event. Due to multiplicity and complexity of emergency preplan, the emergency event process needs to base on several emergency preplan. In improvisation decision-making process, two problems that are emergency task coordination and emergency resource conflict need to be resolved. In this thesis, research is deployed aiming at resolving these problems. The details of results are as follows:(1)A new model EEP_ETCPN is brought forward for emergency event process. Using model driven architecture for reference, EEP_ETCPN is based on hierarchical timed colored Petri nets and independent from any concrete process description language. By EEP_ETCPN, emergency event process can be analyzed, validated and simulated. Moreover, using this model the expression of emergency event process is refined to emergency task operations, emergency event state process is described at the same time. The model supports hierarchical design of emergency event process and presents the process in graphic view. Therefore this model can describe emergency event process comprehensively, clearly, accurately and intuitively.(2)The emergency state process correctness of the model is checked. The emergency event state process net is defined in formula and its transition rules. Refer to the correctness definition of workflow, the correctness definition of the emergency state process nets is defined and is checked by transitive matrix. In this paper, the deadlock of the emergency state process nets is analyzed and deadlock avoidance resolution is put forward for deadlock-free nets.(3)Emergency task coordination of the EEP_ETCPN is analyzed and checked. In this paper we discuss the types of emergency task coordination and put forward the emergency task coordination patterns inside an organization and the emergency task coordination patterns between inter-organizations. Some error emergency task coordination types are elicited and an algorithm is put forward to check whether the emergency task coordinates and carry out the last target.(4)Emergency resource coordination of EEP_ETCPN is analyzed and checked. In this paper we analyze the emergency resource conflict and resource coordination and define them in formula. An algorithm is brought forward to check whether the emergency resources conflict. We discuss the time character of EEP_ETCPN and put forward an algorithm to resolve the emergency resource coordination of EEP_ETCPN based on key task sequence priority strategy and the shortest waiting time priority strategy.(5)A prototype system is implemented, which supports to design emergency event process in graphical user interface and simulates emergency event process by an instance.
