| In recent years,natural disasters and social public emergencies in China have frequent occurred.This raises a high demand for the government to improve the emergency response capability of the whole society and to strengthen emergency management.When there are major natural disasters,social public emergencies and public health emergencies,and other sudden public crisis which are threatening the social economy and the life safety of the people,there is a lack of a fast and convenient emergency message transmission channel that sends the news to the public and tells the people how to evacuate and avoid the emergency.In order to meet the needs of social emergency response to public emergencies,this paper studies and investigates the current situation of radio and television network on the basis of reading related literature,analyzes the needs of the society for emergency broadcast system,adopts an emergency broadcast system based on HFC(hybrid fiber coaxial)network and a wide distributed digital TV set top box.An emergency broadcast system based on HFC network is designed and implemented.The main work and results of this paper are as follows:1.By accessing the IP office conference application system to receive the emergency radio and audio information in the PSTN(public switched telephone network)or PLMN(public land mobile network)communication network,using the radio and television network to send emergency broadcast information and using the digital TV set-top box to receive emergency broadcast information,an emergency broadcast system based on HFC network is designed and implemented.The implementation of the system provides a practical engineering practice for emergency broadcast system,which satisfies the timeliness of emergency warning broadcasting and the social needs of information transmission.2.The head end instruction broadcast system is an instruction transfer device system for emergency business management system to broadcast terminal in emergency broadcasting system,which completes the IP instruction protocol in the system to the TS(transport stream)flow in the HFC network,and realizes the instruction of the emergency business management system to the HFC broadcast network.The emergency service management system connects the head to end instruction system,the IP office conference application system and the radio and TVbroadcasting system through the interface,and realizes the emergency TV short message notification in the form of rolling caption,the access of the emergency telephone audio broadcasting,the dispatch and the management of the emergency system.3.The emergency broadcast system designed and implemented in this paper makes use of the advantages of the radio and television network system and meets the rapid response demand for public emergency emergency events to a certain extent.The next step is to study the access of video information and other content,so as to increase the intuitiveness and information content of emergency broadcast notification,and enhance the effectiveness of emergency broadcast notification. |
