Study On The Path Of The National Emergency Broadcast Construction

At present, China is in a period of frequent public emergencies, early warning and settlement of which has become an important issue at the national social management level. For public emergencies, especially those taking place on the "isolated islands of information", the effects of emergency broadcast are superior to those of other public media. Great attention has been attached to the unique value of emergency broadcast by people responsible for meeting emergencies during the Wenchuan Earthquake and snow and ice storms in 2008.National emergency broadcast construction has gone from the budding to the concept and then to the planning stage step by step in exploratory practices. However, due to China’s institutional conditions and other reasons, the top-down construction of national emergency broadcast is being implemented slowly, encountering heavy barriers and full of confusion. Since the top-down exploration is not a strong impetus and the transferring of information is the core of the construction, bottom-up attempts can be made by taking advantage of the audience’s contact of information to push the construction forward. We need to shoot the arrow at the target, namely, to design a set of national emergency broadcast mechanism that can meet the needs of the audience, thus promoting the development and improvement of the rule of law, institutions, plans, and the information network.The main part of this paper consists of three aspects:introduction, body and conclusion.The introduction part firstly illustrates the origins, status and significance of this research, elaborating the theoretical system of research contents and also making a systematical generalization and summary to the status of national emergency broadcast at home and abroad. Secondly, the introduction part expounds the practical and theoretical significance of this research which provides a new thinking direction for the construction of national emergency broadcast. Finally, the introduction part defines the theoretical system of national emergency broadcast at the level of academic theory so as to normalize the research and establish the category of research at the same time.The body part includes four chapters. The first chapter gives some revelation in practice and analyzes the question in very particular way, starting with the exploration and practice of the national emergency broadcast. The second chapter then comes to the main point, and from the standpoint of public emergency life-cycle theory, the author divides the audience emergency information in public emergencies into prevention and emergency preparedness information, monitoring and early warning information, emergency response and rescue information and post-restoration and reconstruction information, and then the author continues the empirical study from the different terminals of contacting the audience emergency information in public emergencies. The third Chapter forms a connecting link between the preceding and the following and makes a study of the myth of the construction of national emergency broadcast on the basis of analyzing the audience who has contacted the emergency information in public emergencies. The author believes that the reason for the myth mainly comes from the block of emergency information flow. As a result, thinking to build national emergency broadcast, we believe that the current construction of the biggest problems come from the emergency information flow blocked, the author explores the implementation paths from three aspects:a full range of polymerization emergency information, high efficient processing of emergency information and multi-terminal transmission path of emergency information. The fourth Chapter gives a objective analysis and makes a feasible research based on the implementation path of contacting emergency information, that is to say, to make an analysis of its SWOT model.The last part of this paper is conclusion which summarizes the whole chapters and clarify the key point of this paper, at the same time,enriches and supplies the text of the unfinished contents.
