As China’s urbanization process accelerates, public security systems becomemore and more important. In recent years, a series of emergency public incidents,such as snowstorms and Wenchuan earthquake, have posed challenges to thegovernment’s emergency response. Against such a backdrop, emergencymanagement systems that can ensure public security are entering an important phaseof development.The government has specific requirements for its emergency management, andthe requirements for its emergency management systems are even higher. Theserequirements are reflected in the following aspects: promptness in receiving andhandling alarms, configurability of contingency plan nodes and tasks, variety ofresource configurations, flexibility in the handling of incidents, and traceability ofcases. These issues need to be addressed without delay.Based on the preceding issues, this document elaborates on the servicerequirements and functional requirements for emergency management and itstechnical feasibility. The object-oriented method will be used to develop and designan emergency management system. Specifically, this system will be developed andimplemented using the and Struts+Spring+Hibernate(SSH) development frameworkand asynchronous JavaScript and XML (AJAX) technology, which provides fairlyadvanced and sound support for such developments.The emergency management system developed based on this document willguarantee the following advantages: First, in receiving and handling alarms, noofficer will be idle while standing by for emergency handling. Second, incontingency plan management, contingency plan nodes and tasks can be modifiedflexibly based on a template, with configurable task resources. Third, in thehandling of incidents, officers can adjust contingency plans flexibly, issue tasks andcommands, track the progress in emergency response, and collect and providefeedback. Fourth, in resource management, methods such as batch import and tablefilling can be used to implement resource maintenance and management. Fifth, incase management, officers can trace cases and study them to find aspects of theiremergency response where improvement is needed, modify contingency plans,resolve issues reported by users, and implement solutions.
