In order to improve the ability of public security garantee and public emergency incident handling, to prevent emergency incident from happening and reduce it's damage with best effort, to maintain national security and social stable, to promote economic development, the State Department issue《National Sudden Event Overall Emergency Plan》in January 8th,2006, and proposed six principles of dealing with every sort of emergency incident in the plan, that is: people-oriented, reduce hazard; vigilant in peace time, prevention first; unified leadership, duty classification; dealing legally, strengthen management; react rapidly, coordinated dealing; science-dependent, improve the quality."The Public Health Emergency Incident Command System" ("the Emergency Command System" for short) is just under the guildline of the overall plan, with the help of modern network technologies,computer technologies,multimedia technologies, based on resource database,method database and knowledge database, with the means of GIS,data analysis system,information system, the Emergency Command System can provide every sort of communication and information services,decision basis and analysis methods,the means of command and implementation for the related persons in emergencies. The Emergency Command System can also mobilize every sort of resources required efficiently, and help with the control of epidemic situation and medical treatment, reduce the threat of emergency to people's health, realize the function of analysis,plan,orgnization,coordination,management and control to emergencies, control the damage to minimum degree with the most effective control means and minimum resource input.With the premise of system-building goals,from the start the characteristics of public health emergencies,we analyzed the emergency management system,public health organization and management system for day to day,public health emergency rescue organization system,all relevant duties of the participating agencies in emergencies,emergencies processes in details,and presented system solutions based on analysis metioned above.The paper covers mainly includes the following aspects: 1. First, we conducted a business analysis on emergency incident command, which consists of the following two aspects:1) Analyzed the emergency management system,the public health organization and management system for day to day,the public health emergency rescue organization system.2) Analyzed related measures and processes on emergency incidents (such as preparation of emergency command,emergency command workflow,the end of medical and health emergency rescue).2. Second, based on business analysis mentioned above, we analyzed requirements of the Emergency Command System functions,performance,interface, and built case models to describe functional requirements in more detail.3. Third, based on requirements analysis mentioned above, we presented system design solutions to the emergency command, which consists of general design and detailed design. General design includes:system architecture design,sequence diagram design,class diagram design,database design etc.; Detailed design includes:operation process design,object design etc.4. At last, based on general design and detailed design, we explained the implementation of Emergency Command System, which consists of implementation of coding,interface and relevant sub systems.
