It has caused the attention of all levels of government and regulatory on how to implement the emergency management of trans-regional, inter-departmental information sharing, scientific and rational use of emergency resources and improve emergency response capacity in modern management of small and medium cities. So we make full use of existing networks, communications and computer technology to build an efficient management system for emergency rescue. It gives us emergency monitoring if it occurred, early warning in a timely manner, and the unified command, joint operations, rapid relief after it occurs. To achieve in the whole Emergency Dealing in the process of full integration of management, to protect the safety of life and property, maintain social stability and harmony development, it gives us necessary guarantee for the scientific information.Firstly, according to analysis of the status and issues of emergency management of modern small and medium cities, it is necessary to build an emergency management system which is prevention-oriented, real-time monitoring and quick response after those incidents. On this basis, based on analysis of hierarchical rights management, emergency management plans, emergency resource management, emergency response command platform and major hazard monitoring and early warning of Nantong city. NET management system for emergency rescue, and other subsystems of the main functions and operations process, meanwhile, based on MVC model, AJAX technology, SMS technology and GIS technical analyzed the detailed design and fulfill of the system. Using MVC pattern makes the structure of system clearer, and enhances the module's coupling of high cohesion Di; SMS-based communication technologies building the message platform with a minimum investment for the emergency warning and emergency command when the rapid transfer and sharing of information provides the basic protection. The features and advantages of GIS technology have helped us achieve the automatic positioning of the electronic map, searching for the optimum path and quick query and display the information of emergency resource, which provides us with the most effective, intuitive resources for our decision-making.The system running in Nantong City has achieved initial success, not only for the major hazard real-time monitoring, the effective management of emergency supplies, but also the realization of the emergency rescue of a unified management, joint action to improve the emergency rescue management in science, target and efficiency. To a maximum degree, the system prevents and reduces the damages caused by incidents to the society, and further promotes overall economic, harmonious and sustainable development of Nantong city.
