Province Emergency Resource Management System Design And Implementation Of Key Modules

Today’s international and domestic environment is complicated, natural disasters, terrorist attacks, the public security events and group events occur frequently, which pose great threat to people’s lives and properties, and have serious impact on social stability. Government set up the emergency response system, in order to efficiently, systematically coordinated command of each related department of emergency rescue, and to offer public social emergency rescue service. The characteristics of the emergency response system is the’peacetime and wartime combined’, do the data accumulation in peacetime in order to make a quick response in wartime. As the basis of emergency incident disposal, the most pressing needs of the government is timely, accurate and comprehensive grasp of the emergency resource data. Therefore, as the complement of emergency linkage system, set up a set of perfect management system of emergency resource data, has become particularly important.First of all, this paper introduces the emergency platform construction of the United States and Japan, and through analyzing the present situation of emergency platform in China, sums up the problems of emergency response platform construction in our country, and then by the study on the background of the emergency platform, it is concluded that the construction of the emergency resource management system is of great significance.Secondly, this paper analyzes the demand of the province emergency resource management system, summarizes the technical design route of the province’s emergency resource management system, and it is concluded that the overall business process and function framework of the province’s emergency resource management system. The thesis also designs detailedly the function of emergency resource management system of each module, including five function modules:data acquisition, data management, GIS integrated display, statistical analysis, system management. Emergency resource management system is a set of database system, so the database table structure is particularly important, in this paper, the database table structure of the emergency resource management system detailed design is designed detailedly, including basic information database and emergency resource database. At the same time, for how to collect data in the database, this paper also puts forward the Concrete implementation approach and program structure design of data acquisition module, and write code of the key part. The establishing of a certain province’s emergency resource management system will provide major or special major emergency response with more powerful data and technical support, and help the government decision-making and full performance of their duties. Simultaneously, emergency work running cost will be reduced mostly, efficiency will be improved the most greatly. Finally, this paper summarizes the main research work, and came out with useful suggestions of ease of the system and program stability etc.
