The Study On Public Emergency Management Information System Based On BPR

By rapidly developing of modernization construction, and for the special naturalgeographical environment and geological structure, led to the frequently occurrence ofnatural disasters, that all caused great serious social impact and great injury to people's life.However, deal with the various emergent events effectively requires us to use scientificand technological methods because of the development of modern information technology.In this paper, study and build an effective emergency management information system bythe information technology based on modern management means. And the paper mainlyincludes contents as the follows:At first, introduce the related concepts and theories in full of the paper. Including theconcepts of public emergent events and the management on emergent event, the theoriesof public management and business process reengineering, and so on of the necessarytheories, supply a solid foundation to this paper.Second, present the current situation and questions, also the analysis of the reasons.Via the analysis of informationization on emergency management in the foreign state,summarize and appraise the situation of foreign construction. On the same time, analyzeour situation of emergency management work and emergency management informationsystem. On the contrast to foreign actuality, propose the problem and deficiency on theconstruction of emergency management information system in our country, and theanalysis of the problems.Third, build emergency management information system based on the theory ofbusiness process reengineering. Construct the system's main function on the basis of theanalysis on business process of the emergency management work, and study theperformance evaluation of the system, which is the part of research on emergencymanagement information system. Use the Analytic Hierarchy Process (AHP) gets theindex weight according to the expert's evaluation mark. And integrate the index weight tothe evaluation system in order to complete each evaluation for the system with the score ofrelated people in the future, and then provide directions for the construction of system. Finally, put forward the feasibility analysis and the implementation advice of system.The feasibility is from the technical, economic and operational availability three aspects toanalyze. And the implementation advice of the emergency management informationsystem is from the four-step model of emergency management to consider, namely is fromprevention, preparedness, response and recovery four aspects.
