It is requested that the service mode and the management idea of libraries should be changed in the era of knowledge economy, the libraries staffs need to become the organizers and the navigators of information. Moreover, the libraries should not only provide service to the teaching and scientific research, but also provide service to the social education. In order to complete the sacred missions which the time entrusts with, the libraries needs to get rid of the traditional manage idea fundamentally which take the thing as the core of administration, then to set up core of the human. The libraries staffs and their activities are the core object of the library human resources management, and the library staffs' professional quality could decide human resources quality which decides the enterprises competitive power.In order to develop library human resources management well, promote the quality of the library human resources, firstly, this thesis summarized the characteristic, principle and function of the library human resources management, then the author summarized the characteristic, possibility, present situation of the performance technology. The author studied the successful application case in the modern business management, then proposed the library human resources management based on performance technology.Based on the model of performance technology and human resources management, this thesis constructed the model of university library human resources' management based on the performance technology. This model integrated the entire human resources' management activity into the library all management activity. Performance analysis——performance reason analysis——performance intervention plan's design and implement——performance examination is the model's master line, and the author design and implement the library human resources' management activity based on it. Analytic Hierarchy Process and Delphi have been considered to construct the performance examination system's frame. Finally the author used the method of simulation empirical study to confirm the management model and performance examination system constructed in this thesis.
