As the rapid development of information technology and vigorously promotion of the"digital forestry", especially the recent progress in the reform of collective forestry rightsystem and the more frequent circulation of forestry lands, the computer-based managementinformation system of forestry rights is capable of not only improving management efficiencyand also building up the base for forestry information technology and construction of digitalforestry. Current management information systems of forestry rights is no longer suitable forthe new situation of forest resources information management mainly due to unclear of forestownership parcel boundaries, poor data sharing, poor graphics editing, high cost of systemmaintenance, poor expandability and unclear property right etc.Nowadays, the information level of provincial forestry is still relatively low in China.With the rapid development of forestry information and enhanced construction of informationtechnology, the provincial forestry department has accumulated a certain amount of forestrydata. As a direct result, there is now an urgent need to regulate the management of these datain order to improve the use efficiency and to exert the potential value of these data.Meanwhile, a large-scale training has been carried out a few years ago, so that staff at alllevels of the provincial forestry authorities has the basic skills of operating forestryinformation system. Given the situation described above, a distributed managementinformation system of provincial forestry rights has been developed through analyzing therequirement of current management information system of forestry rights and instructions from relative provincial departments, as well as considering current management system offorestry rights. Such system is based on three-level client/server system, and.NETFramework platform, with ArcGIS Engine9.3components as development tool, ArcSDE asspatial data engine, Oracle as the back-end database management system.This study takes management information system of forestry rights for Hunan provinceas an example to explore methods to combine the results of forest tenure reform in terms ofbusiness processes of forest rights exchange with a geographic information system (GIS).Since forestry data are massive, spatial data model based has been employed to manage foresttenure ownership data and geographic base data. Besides, detailed analysis of the datastructures and data processing has also been done. At last, the ways of back-hostingsubmitted version has been used to solve the conflicts between different versions. Datacompression is also conducted regularly. Database performance is optimized by buildingattributes and spatial indices. Through construction of management information system offorestry rights for Hunan province, this project explored the needs for management of forestryrights, feasibility analysis, database design, functional development and integration andtesting etc. The established system achieved a series of functions such as the basic mapbrowsing queries, import and export of ownership, registration of forest warrants initial,statistical report output, and multi-user concurrent graphical editing and attributes data and soon. The system acts as a good tool for solving the problems of forest ownership data andinformation management caused by the reform of the forest tenure, serving the deepening thereform of forest tenure, and facilitating the use of forestry tenure data. After the trial, thesystem can meet the requirements of the business to achieve the centralized management offorest ownership data, while ensuring the security of information transmission in the networkto provide instant accurate data for the forestry departments at all levels. At the same time,this system also supports grassroots data processing, middle-and high-level decision making.Overall, management and service of forestry rights in Hunan province has been apparentlyimproved through adopting the system established in this project.This system is a useful exploration on the application of component-based GIStechnology in provincial forestry. The dissertation ends up with a summary of the work, thathas been done, and pointing out the direction and potential content of further research on this area.
