In modern land management work, the job specification and business demands of land management departments constantly change, so the traditional land management methods have been unable to meet their needs. As GIS technology develops and matures, its application in land management is also becoming broader. The land management information system established using GIS technology is to aid land-use planning and decision, it has a great significance in improving the standardization level and promoting the healthy and orderly development of land management.The land management information system for Shengli oil field is designed and developed in Visual C++ development platform based on the redevelopment component ArcGIS Engine,using C/S development mode and ComGIS technology. It realizes the functions of input, output, query , report forms statistics and format conversion of attribute data and spatial data of Shengli oil field land, achieves the goal of using GIS technology to provide standard, Streamlined and networked overall services for land management and strategic decision ,and lays the foundation for office automation and information establishment for all sectors of Shengli oil field.The thesis introduces the development, application and key techniques of GIS technology in land management and decision-making from the view of GIS development and application, aiming at the demand for land management of Shengli oil field, and proposes a comprehensive solution covering user demand,decision-making methods and techniques, system structure design, database design and system implementation. It systematically illustrates land management information system, ComGIS and related concepts and system models, studies the land management system of Shengli oil field, analyzes the current status of land management information system at home and abroad, and proposes a better design methodology and development methods aiming at the shortcomings of current land management information systems.The study shows that the establishment of Land Management Information System for Shengli Oil Field meets the current work demand of land management, realizes unified management of oil field land data visualization, improves the management efficiency and promotes the economical use of land.
