Water conservancy informatization has become important means andtechnical support for flood mitigation and water resources management, itis an important way of improving efficiency of water conservancyproject’s construction and operation management, it is also animportant way of enhancing water project management and decision level.Therefore, water conservancy informatization needs further developmentCurrently, construction of water conservancy informatization on thenational macro level has achieved fruitful results. However, in country,the level of water conservancy informatization is relatively low, withmore problems and less achievements.County level construction of waterconservancy informatization is an important part of the national levelwater conservancy informatization. it will directly affect the nationalwater conservancy informatization process. Therefore, it is badly in needof accelerating the pace of construction of water conservancyinformatization on county level. Therefore, the county-level of theconstruction of Chinese water conservation informatization should needto speed up the construction pace. And it is necessary for us to design anddevelop county-level of small water conservancy project informationmanagement system.In this paper, in view of the existing problems of the waterconservancy project informatization management and the local userrequirements, we designed a county-level information managementsystem of the small water conservancy project. The analysis regards thetypical small water conservancy project as the research object, and baseson the analysis of the characteristics of the water conservancy projectinformation, makes use of some advanced technologies of software development, such as database technology, database system using SQLServer, and connects SQL Server database through the ArcSDE channel,so as to realize the unity of the information storage and management thespatial database, attribute database and other data information, and in thenet environment of ArcGIS Engine second development technology, thesuccessful development of county-level small water conservancy projectinformation management system, realized the water conservancy projectdata entry, inquiry, statistics, modify, construction management, operationmanagement and project management, and other3D functions, andobtained the preliminary results.The development and implementation of county-level small waterconservancy project information management system so far has madesome achievements, but because of the scale of the system andcomplexity, still need some time to perfect the system and the function ofthe expansion.
