Study On Security System Of Sustainable Development In Community Library

With the acceleration of urbanization construction in china, there are more andmore community institutions appear around ours, such as the new-type community,urban community and rural community. As a part of community culture, communitylibrary plays an important role in meeting the growing demand of spiritual andcultural needs, cultivating the community culture and cohesion, providing varioussocial education and social services. Along with the proposed of public culturalservices’ system that covers all groups in society to meet the multiple needs of thepeople in12th five-year plans, it brings historical opportunity for the development ofcommunity library. How to build an adequate security system, to make universalenjoy the equal, convenience, foundation of public culture services, has become a hottopic widely discussed by government, library and the public.This paper use the methods of bibliometrics, content and cases analysis tocomprehensive understand the situation of community library, and analysis theinfluencing factor form five aspects: social factor, legal factor, resources factor,operational mechanisms factor and construction patterns. Thus, this article builds thesecurity system of sustainable development based on the five influencing factors.The text divided into three parts. The first part expounds the background andsignificance of this topic, using the bibliometrics and content analysis methods,analyses the present situation of the domestic and foreign countries, sort out thispaper’s thoughts and methods. The second part is an overview about the sustainabledevelopment of community library, according to the development of communitylibrary in china, it is concluded that "sustainable" is the inevitable choice. And it builda security system based on five factors that influence the sustainable development ofcommunity library as well. The third part (chapter3-7) is the key chapters of the text,which put forward five aspects to provide a powerful guarantee for the sustainabledevelopment of community library. At first, the social security analysis the theoreticalprinciple, social conditions and social needs for the sustainable development ofcommunity library; secondly, the legal security provides some useful reference toestablish the perfect legal regime for our county by analyzing the legal in the domesticand foreign countries. Thirdly, the resource security is discussed form four aspects:the information resources, financial resources, human resources, and technology resources. Fourthly, it’s necessary to build an effective operating mechanism securitythat contains the mechanism of management, motivation, service and evaluation.Lastly, this paper proposed three kinds of construction patterns, namely guides by thegovernment, participate by the organization and cooperate by the society.
